### Search bids

- Capability: `public-tenders/search_bids`
- Description: Search OregonBuys bid solicitations through the public Advanced Search form (a JSF session is opened, the search POSTed and, for offsets past the first page, the results datatable paginated), 25 rows a page. Each row carries the bid solicitation number, organization, blanket number, buyer, description, bid opening date as displayed (Pacific time, no zone shown) with an ISO wall-clock conversion, awarded vendors, status, alternate id and the detail URL.
- Instructions: Find solicitations by keyword (description, item description, bid number, alternate id), organization, buyer, type code, status, category or opening-date window; pass a row's `bid_number` to get_bid. Use list_open_bids instead for the site's curated list of currently open solicitations. At least one criterion is required; a legitimate zero-row answer sets `total_count` to 0.

- `keyword` (string): Free text matched against the solicitation description (the form's Description field). With `match: any` it is also applied to the item description, bid number and alternate id, as the site's quick search does. Example: `match: any`
- `match` (string): `all` (default): every filled criterion must match (the form's default). `any`: the site's Any/OR switch; the keyword is copied into the description, item description, bid number and alternate id fields, and a row matches when ANY filled criterion matches - so combining `any` with `status` or `type_code` returns every bid with that status or type, not the intersection. Use `any` for keyword-only quick searches and `all` when combining filters. Example: `all`
- `opening_date_from` (string): Bid opening date lower bound as the form takes it, MM/DD/YYYY. Pattern: ^(0[1-9]|1[0-2])/(0[1-9]|[12][0-9]|3[01])/[0-9]{4}$. Example: `<opening_date_from>`
