## Capabilities

- [Get dataset fields](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/get_dataset_fields): The data dictionary of one OpenFEMA dataset (/api/open/v1/DataSetFields filtered by entity and version): every field with its name, title, description, type, nullability, searchability and primary-key flag, in the dataset's sort order. An entity/version pair with no fields is `not_found`.
- [Get disaster](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/get_disaster): One FEMA disaster by disaster number from three OpenFEMA datasets: the web-facing declaration record (FemaWebDisasterDeclarations v1: name, state, dates, region, program flags, GIS links), its designated areas with program types (FemaWebDeclarationAreas v1) and its funding totals (FemaWebDisasterSummaries v1: IHP, HA, ONA, PA, HMGP obligations; null when FEMA publishes none yet). Field names are OpenFEMA's own (camelCase). An unknown disaster number is `not_found`.
- [Get local referrals](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/get_local_referrals): One state or territory local-level referral directory (/assistance/individual/disaster-survivors/state-local-referral-lists/{slug}): every row of the page's referral table with service category, entity, the entity's link when the page has one, the type of assistance, the telephone cell as written and the phone numbers parsed from it, plus the page's last-updated timestamp and Drupal node id. Rows are returned in page order; a cell the page leaves blank is null.
- [Get national referrals](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/get_national_referrals): The National Referral List (/assistance/individual/disaster-survivors/national-referral-list): the service categories the list covers and every row of the national-level referral table (category, entity, link, type of assistance, telephone text and parsed phone numbers), with the page's last-updated timestamp.
- [List datasets](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/list_datasets): The OpenFEMA dataset catalog (/api/open/v1/DataSets): every published dataset with its entity name, API version, title, record count, last refresh, data dictionary and landing page URLs and any deprecation notice, sorted by name; optionally narrowed to names containing a substring. `name` + `version` feed `get_dataset_fields` and `query_dataset`; each row also carries lastDataSetRefresh (reload time), accrualPeriodicity (refresh cadence), depNewURL (successor), webService, the catalogue hash and the bulk-file distribution (collection contract datasets/list).
- [List referral directories](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/list_referral_directories): The State and Local Level Referral Lists index (/assistance/individual/disaster-survivors/state-local-referral-lists): the 24 disaster recovery service categories FEMA lists and every state or territory referral directory with its name, page slug and URL (56 entries, territories included). Slugs feed `get_local_referrals`.
- [Nri dictionary](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/nri_dictionary): The NRI data dictionary (NRIDataDictionary.csv, shipped inside every table zip and read from the 653 KB States zip): one row per field of the NRI layers with alias, type, length, relevant layer, metric type and version; optionally filtered by a substring of the field name.
- [Nri get](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/nri_get): One NRI row by its own id: counties by STCOFIPS or NRI_ID (30031 / C30031), states by STATEFIPS, NRI_ID or USPS code (30 / S30 / MT), tribal tables by OID_ or NRI_ID (first match, with match_count), tracts by TRACTFIPS or NRI_ID (30031000100 / T30031000100). The one-fetch tables are scanned from one zip download; a tract is found by a binary search of 64 KiB Range reads over the 634 MB CSV (about 15 reads; Connecticut tracts from one tail read), all pinned to one file MD5.
- [Nri hazards](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/nri_hazards): The NRI hazard catalogue (NRI_HazardInfo.csv, shipped inside every table zip and read from the 653 KB States zip): the 18 hazards with their four-letter column prefixes (AVLN, CFLD, CWAV, DRGT, ERQK, HAIL, HWAV, HRCN, ISTM, IFLD, LNDS, LTNG, SWND, TRND, TSUN, VLCN, WFIR, WNTW), period of record, frequency model and which expected-annual-loss components apply.
- [Nri list](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/nri_list): Rows of one NRI table as records pinned to a publication. states, counties, tribal_counties and tribal_tracts are one zip fetch per page (653 KB to 26.6 MB) with an optional state filter and `limit`/`cursor` row paging; tracts (634 MB) are read by byte range, one Range request of `page_bytes` per page cut at the last row boundary, cursor = publication MD5 + next byte offset. Any page whose file MD5 differs from the cursor's fails with invalid_input `publication_changed`.
- [Nri status](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/nri_status): National Risk Index (NRI) release check: for each table zip under /about/reports-and-data/openfema/nri/<release>/ its URL, size, ETag (whose first segment is the file MD5), Last-Modified, CSV layout and the NRI_VER label, from a 24 KiB Range read per file. No record counts (they need a full read; nri_list reports total_rows).
- [Query dataset](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/query_dataset): Generic OData query over any OpenFEMA dataset (/api/open/v{version}/{entity}): raw `$filter`, `$select` and `$orderby` with `$top`/`$skip` paging and the server's total count. Records are returned as OpenFEMA sends them (open objects; see `get_dataset_fields` for the field list). An unknown entity or version is `not_found`; a filter the OData parser rejects (code OF_OQP_*) is `invalid_input` with the server's message; the large datasets (IHP registrations, PA funded projects) share a bucket of 2 requests per 60 seconds and answer `upstream_rate_limited` beyond it.
- [Records changes](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/records_changes): Records of one OpenFEMA dataset version refreshed since an instant (collection contract `records/changes`): the publisher's own modified-since filter `$filter=lastRefresh gt '<since>'`, paged with `$orderby=id` and pinned to the publication like `records_list` (same cursor, same `publication_changed` rule). Only UPDATE datasets carry a per-record `lastRefresh` (DisasterDeclarationsSummaries v2, FemaWebDisasterDeclarations v1, IpawsArchivedAlerts v1, ...); for RELOAD datasets (NfipClaims v3, NfipPolicies v3, HmaSubapplications v2) OpenFEMA offers no delta and the call fails with `invalid_input` code `no_change_feed`: list snapshots and diff them downstream. Deletions are never signalled by OpenFEMA (`deletions_signalled` is always false); a row that disappears is only visible as a count drop in `source_status`.
- [Records get](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/records_get): One OpenFEMA record by the source's own `id` (collection contract `records/get`): GET /api/open/v{version}/{dataset}/{id}, the row as sent plus `source_record_id`, `source_url`, `publication_id` (from the status query) and `retrieved_at`. Ids are UUIDs (declarations, HMA, IPAWS) or integers (NFIP v3); an unknown id, dataset or version is `not_found`; an id of the wrong type for the dataset is `invalid_input`.
- [Records list](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/records_list): Full listing of one OpenFEMA dataset version (collection contract `records/list`): pages of `$orderby=id&$top=<page_size>&$skip=<n>`, 1 to 5,000 rows a page (1,000 default; 1,000 declaration rows are 0.9 MB, 1,000 NFIP rows 2.4 MB). Every page re-runs the status query and compares the live `publication_id` with the one pinned in the cursor; when the dataset was refreshed in between the call fails with `invalid_input` code `publication_changed` and the listing restarts, so two publications are never mixed. Records are OpenFEMA's rows as sent (every field; declarations carry femaDeclarationString, disasterNumber, declarationType, declarationDate, incidentType, designatedArea, fipsStateCode, fipsCountyCode, placeCode, the four program flags, lastRefresh, hash, id; NFIP claims dateOfLoss, yearOfLoss, causeOfDamage, floodEvent, ratedFloodZone, waterDepth, the paid amounts, state, countyCode, censusGeoid, latitude, longitude, id) plus `source_record_id` (`<dataset>:v<version>:<id>`), `source_url`, `publication_id` and `retrieved_at`. Segment key for datasets over ~500k rows: `segment_field`/`segment_value` (an equality, e.g. `state` = `TX` for NfipClaims v3: 394k rows) and `year_field`/`year` (one calendar year of a date field, e.g. `dateOfLoss` 2017 with `state` = `TX` for NfipClaims v3). Datasets over 20M rows (NfipPolicies v3: 74.7M) are refused with `invalid_input` code `hand_off`: OpenFEMA cannot serve an ordered page of them within the timeout, so take the parquet/csv files `source_status` lists. `$count=true` is sent on the first page only. A frozen deprecated dataset (rows empty, count positive) is `upstream_error` naming the successor.
- [Search disaster declarations](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/search_disaster_declarations): OpenFEMA DisasterDeclarationsSummaries v2 (/api/open/v2/DisasterDeclarationsSummaries): one row per declared disaster and designated area, filtered by state or territory code, declaration type, incident type, disaster number and declaration date window, newest declaration first. Field names are OpenFEMA's own (camelCase). `total` is the server's count for the filter; `limit` + `skip` page through it and `next_skip` is null when exhausted. A filter that matches nothing is a successful empty result.
- [Source status](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/source_status): Cheap version check of one OpenFEMA dataset version (collection contract `source/status`): the live row count (`$count=true&$top=1`), the newest per-record `lastRefresh` (`$orderby=lastRefresh desc`; null on RELOAD datasets such as NfipClaims v3 and NfipPolicies v3, whose catalogue `lastDataSetRefresh` then stands in as `published_at`), the deprecation block (`metadata.DeprecationInformation` or the catalogue's depDate/depNewURL: a deprecated dataset names its successor) and the catalogue row from /api/open/v1/DataSets with refresh cadence (`accrual_periodicity`), the catalogue's own SHA-1 `hash` and the bulk file hand-offs (`files`: csv/json/jsonl/parquet URLs with FEMA's size class; FEMA posts no per-file hash or byte size). `publication_id` = `<dataset>:v<version>:<published_at>:<record_count>` is the pin `records_list` cursors carry. An unknown dataset or version is `not_found`.

## 1. Choose this provider when

FEMA (fema.gov): the disaster-survivor referral directories (the national list and the 56 state and territory local-level lists, including American Samoa, the Northern Mariana Islands, the U.S. Virgin Islands, Guam and Puerto Rico) with service category, entity, type of assistance and telephone numbers, parsed from the server-rendered pages; and the anonymous OpenFEMA JSON API: disaster declaration search (DisasterDeclarationsSummaries v2), one disaster's declaration record, designated areas and funding totals, the dataset catalog (with refresh cadence, deprecation successors and bulk-file hand-offs), per-dataset data dictionaries, a generic OData query over any OpenFEMA dataset, and the collection contract over any dataset version: source_status (count, newest lastRefresh, publication id, deprecation, files), records_list (full listing pinned to one publication, segmentable by field equality and calendar year), records_changes (modified-since on lastRefresh) and records_get (one record by id). Also the National Risk Index (NRI v1.20, December 2025) table downloads: release status with file sizes and ETag MD5 hashes, paginated state, county, census-tract and tribal rows (risk, expected annual loss, social vulnerability, community resilience and 18 hazard blocks) pinned to one publication, single-row lookups by FIPS, the hazard catalogue and the data dictionary.

## 2. Minimal request

Call `POST https://api.firecrawl.dev/v2/scrape` with `{ alexandria: { provider, capability, options } }`. For a batch, send `{ alexandria: [...] }` with up to 10 calls.

```json
## API reference-derived contract
The following capability contract is generated from the same normalized Alexandria API reference exposed in the API spec.
### Get dataset fields
- Capability: `us-disaster-assistance/get_dataset_fields`
- Description: The data dictionary of one OpenFEMA dataset (/api/open/v1/DataSetFields filtered by entity and version): every field with its name, title, description, type, nullability, searchability and primary-key flag, in the dataset's sort order. An entity/version pair with no fields is `not_found`.
- Instructions: Learn the exact field names and types of a dataset before writing a `query_dataset` filter (field names differ per dataset: `state` vs `stateCode` vs `damagedStateAbbreviation`).
- Cost: 5 credits per call
- Capability file: [Get dataset fields](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/get_dataset_fields)
Accepted options:
- `entity` (string, required): Dataset entity name from `list_datasets`, e.g. `DisasterDeclarationsSummaries`. Pattern: ^[A-Za-z][A-Za-z0-9]*$. Example: `list_datasets`
- `version` (number, required): Dataset version from `list_datasets`, e.g. 2. Example: `10`
Response schema example:
### Get local referrals
- Capability: `us-disaster-assistance/get_local_referrals`
- Description: One state or territory local-level referral directory (/assistance/individual/disaster-survivors/state-local-referral-lists/{slug}): every row of the page's referral table with service category, entity, the entity's link when the page has one, the type of assistance, the telephone cell as written and the phone numbers parsed from it, plus the page's last-updated timestamp and Drupal node id. Rows are returned in page order; a cell the page leaves blank is null.
- Instructions: Find local disaster recovery contacts (aging services, crisis counseling, housing, legal aid, ...) for a specific state or territory such as `american-samoa`, `commonwealth-northern-mariana-islands` or `virgin-islands`.
- Cost: 5 credits per call
- Capability file: [Get local referrals](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/get_local_referrals)
Accepted options:
- `category_contains` (string): Optional case-insensitive substring filter on the Category cell, e.g. `Housing`, `Crisis`, `Legal`. Without it every row is returned. Example: `<category_contains>`
- `slug` (string): Directory page slug from `list_referral_directories`, e.g. `american-samoa`, `commonwealth-northern-mariana-islands`, `virgin-islands`, `guam`, `puerto-rico`, `texas`. Pattern: ^[a-z0-9][a-z0-9-]*$. Example: `list_referral_directories`
- `url` (string): Alternative to `slug`: a pasted fema.gov referral directory URL. Example: `<url>`
Response schema example:
### Nri dictionary
- Capability: `us-disaster-assistance/nri_dictionary`
- Description: The NRI data dictionary (NRIDataDictionary.csv, shipped inside every table zip and read from the 653 KB States zip): one row per field of the NRI layers with alias, type, length, relevant layer, metric type and version; optionally filtered by a substring of the field name.
- Instructions: To pick `fields` for nri_list / nri_get or to label the columns in `record.fields`.
- Cost: 5 credits per call
- Capability file: [Nri dictionary](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/nri_dictionary)
Accepted options:
- `name_contains` (string): Case-insensitive substring of the field name, e.g. `WFIR`, `RISK_`, `SOVI`. Without it all ~480 rows are returned. Example: `<name_contains>`
- `release` (string): Release path segment under /about/reports-and-data/openfema/nri/. FEMA serves only the current release (v120 = NRI v1.20, December 2025; v119 is a 404), so leave the default unless a newer release is published. Pattern: ^v[0-9]{3}$. Example: `v120`
### Nri get
- Capability: `us-disaster-assistance/nri_get`
- Description: One NRI row by its own id: counties by STCOFIPS or NRI_ID (30031 / C30031), states by STATEFIPS, NRI_ID or USPS code (30 / S30 / MT), tribal tables by OID_ or NRI_ID (first match, with match_count), tracts by TRACTFIPS or NRI_ID (30031000100 / T30031000100). The one-fetch tables are scanned from one zip download; a tract is found by a binary search of 64 KiB Range reads over the 634 MB CSV (about 15 reads; Connecticut tracts from one tail read), all pinned to one file MD5.
- Instructions: Look up one county, state, tract or tribal row when you already know its FIPS or NRI_ID.
- Cost: 5 credits per call
- Capability file: [Nri get](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/nri_get)
Accepted options:
- `fields` (string[]): Optional column selection for `record.fields` (names as in NRIDataDictionary.csv, e.g. RISK_SCORE, WFIR_RISKR, IFLD_EALT); the identity columns are always present at the record's top level. Without it every column of the row is returned (465-476 per row). Example: `["record.fields"]`
- `id` (string, required): NRI_ID (C30031, T30031000100, S30), the bare FIPS (30031, 30031000100, 30), a USPS state code (MT) for states, or the OID_ row number for tribal tables. Pattern: ^[A-Za-z0-9]+$. Example: `<id>`
- `release` (string): Release path segment under /about/reports-and-data/openfema/nri/. FEMA serves only the current release (v120 = NRI v1.20, December 2025; v119 is a 404), so leave the default unless a newer release is published. Pattern: ^v[0-9]{3}$. Example: `v120`
- `table` (string, required): Which NRI table: `states` (56 rows), `counties` (3,232), `tribal_counties` (1,232 county x tribal-area rows), `tribal_tracts` (3,364 tract x tribal-area rows) or `tracts` (~85,155 census tracts, 634 MB, read by byte range). Example: `states`
### Nri hazards
- Capability: `us-disaster-assistance/nri_hazards`
- Description: The NRI hazard catalogue (NRI_HazardInfo.csv, shipped inside every table zip and read from the 653 KB States zip): the 18 hazards with their four-letter column prefixes (AVLN, CFLD, CWAV, DRGT, ERQK, HAIL, HWAV, HRCN, ISTM, IFLD, LNDS, LTNG, SWND, TRND, TSUN, VLCN, WFIR, WNTW), period of record, frequency model and which expected-annual-loss components apply.
- Instructions: To expand `<PREFIX>_EVNTS`, `_AFREQ`, `_EXPT`, `_HLRB`, `_EALT`, `_EALS`, `_EALR`, `_RISKV`, `_RISKS`, `_RISKR` column names into hazards.
- Cost: 5 credits per call
### Nri list
- Capability: `us-disaster-assistance/nri_list`
- Description: Rows of one NRI table as records pinned to a publication. states, counties, tribal_counties and tribal_tracts are one zip fetch per page (653 KB to 26.6 MB) with an optional state filter and `limit`/`cursor` row paging; tracts (634 MB) are read by byte range, one Range request of `page_bytes` per page cut at the last row boundary, cursor = publication MD5 + next byte offset. Any page whose file MD5 differs from the cursor's fails with invalid_input `publication_changed`.
- Instructions: Bulk collection of county, tract, state or tribal risk rows (RISK_*, EAL_*, SOVI_*, RESL_* and the 18 hazard blocks). Use `fields` to keep pages small; use nri_get for one row.
- Cost: 5 credits per call
- Capability file: [Nri list](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/nri_list)
Accepted options:
- `cursor` (string): `next_cursor` of the previous page (opaque, pinned to the file MD5). Example: `next_cursor`
- `fields` (string[]): Optional column selection for `record.fields` (names as in NRIDataDictionary.csv, e.g. RISK_SCORE, WFIR_RISKR, IFLD_EALT); the identity columns are always present at the record's top level. Without it every column of the row is returned (465-476 per row). Example: `["record.fields"]`
- `limit` (number): Rows per page for the four one-fetch tables. Example: `100`
- `page_bytes` (number): Tracts only: bytes per Range request (256 KiB to 24 MiB; about 130 rows per MiB). Example: `8388608`
- `release` (string): Release path segment under /about/reports-and-data/openfema/nri/. FEMA serves only the current release (v120 = NRI v1.20, December 2025; v119 is a 404), so leave the default unless a newer release is published. Pattern: ^v[0-9]{3}$. Example: `v120`
- `state` (string): Keep only one state or territory: USPS code (`MT`) or STATEFIPS (`30`). Not available on `tracts` (no state index in a byte-range read). Example: `<state>`
- `table` (string, required): Which NRI table: `states` (56 rows), `counties` (3,232), `tribal_counties` (1,232 county x tribal-area rows), `tribal_tracts` (3,364 tract x tribal-area rows) or `tracts` (~85,155 census tracts, 634 MB, read by byte range). Example: `states`
### Nri status
- Capability: `us-disaster-assistance/nri_status`
- Description: National Risk Index (NRI) release check: for each table zip under /about/reports-and-data/openfema/nri/<release>/ its URL, size, ETag (whose first segment is the file MD5), Last-Modified, CSV layout and the NRI_VER label, from a 24 KiB Range read per file. No record counts (they need a full read; nri_list reports total_rows).
- Instructions: Start here to learn the current publication_id and file sizes before paging with nri_list, or to detect a new release.
- Cost: 5 credits per call
- Capability file: [Nri status](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/nri_status)
Accepted options:
- `release` (string): Release path segment under /about/reports-and-data/openfema/nri/. FEMA serves only the current release (v120 = NRI v1.20, December 2025; v119 is a 404), so leave the default unless a newer release is published. Pattern: ^v[0-9]{3}$. Example: `v120`
### Query dataset
- Capability: `us-disaster-assistance/query_dataset`
- Description: Generic OData query over any OpenFEMA dataset (/api/open/v{version}/{entity}): raw `$filter`, `$select` and `$orderby` with `$top`/`$skip` paging and the server's total count. Records are returned as OpenFEMA sends them (open objects; see `get_dataset_fields` for the field list). An unknown entity or version is `not_found`; a filter the OData parser rejects (code OF_OQP_*) is `invalid_input` with the server's message; the large datasets (IHP registrations, PA funded projects) share a bucket of 2 requests per 60 seconds and answer `upstream_rate_limited` beyond it.
- Instructions: Read any OpenFEMA dataset the dedicated functions do not cover: IPAWS alerts, NFIP claims and policies, Hazard Mitigation grants, Public Assistance projects, IHP registrations, declaration denials, FEMA regions, ...
- Cost: 5 credits per call
- Capability file: [Query dataset](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/query_dataset)
Accepted options:
- `entity` (string, required): Dataset entity name, e.g. `IpawsArchivedAlerts`, `DeclarationDenials`, `FemaRegions`. Pattern: ^[A-Za-z][A-Za-z0-9]*$. Example: `<entity>`
- `filter` (string): Raw OData $filter, e.g. `disasterNumber eq 4931`, `state eq 'TX' and declarationDate ge '2025-01-01T00:00:00.000Z'`. Strings in single quotes; `and`/`or`/`eq`/`ne`/`gt`/`ge`/`lt`/`le`/`in`/`substringof`/`startswith`. Example: `disasterNumber eq 4931`
- `orderby` (string): OData $orderby, e.g. `declarationDate desc`. Pattern: ^[A-Za-z0-9_]+( (asc|desc|ASC|DESC))?(,\s*[A-Za-z0-9_]+( (asc|desc|ASC|DESC))?)*$. Example: `declarationDate desc`
- `select` (string): Comma-separated field names to return (OData $select). Pattern: ^[A-Za-z0-9_]+(,\s*[A-Za-z0-9_]+)*$. Example: `<select>`
- `skip` (number): Rows to skip (OpenFEMA $skip); pass the previous page's `next_skip`. Example: `0`
- `top` (number): Rows per page (OpenFEMA $top). Example: `100`
- `version` (number, required): Dataset API version from `list_datasets`. Example: `10`
### Records changes
- Capability: `us-disaster-assistance/records_changes`
- Description: Records of one OpenFEMA dataset version refreshed since an instant (collection contract `records/changes`): the publisher's own modified-since filter `$filter=lastRefresh gt '<since>'`, paged with `$orderby=id` and pinned to the publication like `records_list` (same cursor, same `publication_changed` rule). Only UPDATE datasets carry a per-record `lastRefresh` (DisasterDeclarationsSummaries v2, FemaWebDisasterDeclarations v1, IpawsArchivedAlerts v1, ...); for RELOAD datasets (NfipClaims v3, NfipPolicies v3, HmaSubapplications v2) OpenFEMA offers no delta and the call fails with `invalid_input` code `no_change_feed`: list snapshots and diff them downstream. Deletions are never signalled by OpenFEMA (`deletions_signalled` is always false); a row that disappears is only visible as a count drop in `source_status`.
- Instructions: Pick up declarations (or any UPDATE dataset's rows) changed since the last collection instead of relisting everything.
- Cost: 5 credits per call
- Capability file: [Records changes](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/records_changes)
Accepted options:
- `cursor` (string): `next_cursor` of the previous page; must be used with the same dataset, version and `since`. Example: `next_cursor`
- `dataset` (string, required): Pattern: ^[A-Za-z][A-Za-z0-9]*$. Example: `<dataset>`
- `page_size` (number): page_size Example: `1000`
- `since` (string, required): Exclusive lower bound on the record's `lastRefresh` (UTC): `YYYY-MM-DD` (midnight) or `YYYY-MM-DDThh:mm:ss.sssZ`. Pattern: ^\d{4}-\d{2}-\d{2}(T\d{2}:\d{2}:\d{2}(\.\d{1,3})?Z)?$. Example: `<since>`
- `version` (number, required): version Example: `10`
### Records get
- Capability: `us-disaster-assistance/records_get`
- Description: One OpenFEMA record by the source's own `id` (collection contract `records/get`): GET /api/open/v{version}/{dataset}/{id}, the row as sent plus `source_record_id`, `source_url`, `publication_id` (from the status query) and `retrieved_at`. Ids are UUIDs (declarations, HMA, IPAWS) or integers (NFIP v3); an unknown id, dataset or version is `not_found`; an id of the wrong type for the dataset is `invalid_input`.
- Instructions: Round-trip a record from `records_list` or `records_changes` (e.g. the FM-5641-UT Juab County declaration) or fetch one row whose OpenFEMA id you hold.
- Cost: 5 credits per call
- Capability file: [Records get](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/records_get)
Accepted options:
- `dataset` (string, required): Pattern: ^[A-Za-z][A-Za-z0-9]*$. Example: `<dataset>`
- `id` (string, required): The record's OpenFEMA `id`: a UUID such as `388a6ea0-de18-4cdd-a2e8-9de71a89b54b` or an integer such as `5448673`. Pattern: ^[A-Za-z0-9-]+$. Example: `<id>`
- `version` (number, required): version Example: `10`
Response schema example:
### Records list
- Capability: `us-disaster-assistance/records_list`
- Description: Full listing of one OpenFEMA dataset version (collection contract `records/list`): pages of `$orderby=id&$top=<page_size>&$skip=<n>`, 1 to 5,000 rows a page (1,000 default; 1,000 declaration rows are 0.9 MB, 1,000 NFIP rows 2.4 MB). Every page re-runs the status query and compares the live `publication_id` with the one pinned in the cursor; when the dataset was refreshed in between the call fails with `invalid_input` code `publication_changed` and the listing restarts, so two publications are never mixed. Records are OpenFEMA's rows as sent (every field; declarations carry femaDeclarationString, disasterNumber, declarationType, declarationDate, incidentType, designatedArea, fipsStateCode, fipsCountyCode, placeCode, the four program flags, lastRefresh, hash, id; NFIP claims dateOfLoss, yearOfLoss, causeOfDamage, floodEvent, ratedFloodZone, waterDepth, the paid amounts, state, countyCode, censusGeoid, latitude, longitude, id) plus `source_record_id` (`<dataset>:v<version>:<id>`), `source_url`, `publication_id` and `retrieved_at`. Segment key for datasets over ~500k rows: `segment_field`/`segment_value` (an equality, e.g. `state` = `TX` for NfipClaims v3: 394k rows) and `year_field`/`year` (one calendar year of a date field, e.g. `dateOfLoss` 2017 with `state` = `TX` for NfipClaims v3). Datasets over 20M rows (NfipPolicies v3: 74.7M) are refused with `invalid_input` code `hand_off`: OpenFEMA cannot serve an ordered page of them within the timeout, so take the parquet/csv files `source_status` lists. `$count=true` is sent on the first page only. A frozen deprecated dataset (rows empty, count positive) is `upstream_error` naming the successor.
- Instructions: Collect the whole of DisasterDeclarationsSummaries v2 (~71k rows, ~15 pages of 5,000), NfipClaims v3 by state, HmaSubapplications v2 or any other OpenFEMA dataset as records pinned to one publication; `query_dataset` is for ad-hoc filtered reads.
- Cost: 5 credits per call
- Capability file: [Records list](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/records_list)
Accepted options:
- `cursor` (string): `next_cursor` of the previous page: `v1:<skip>:<total>:<segment tag>:<publication_id>`. Must be used with the same dataset, version and segment inputs. Example: `next_cursor`
- `dataset` (string, required): OpenFEMA entity name (case sensitive), e.g. `DisasterDeclarationsSummaries`, `NfipClaims`, `HmaSubapplications`. Pattern: ^[A-Za-z][A-Za-z0-9]*$. Example: `<dataset>`
- `page_size` (number): Rows per page (OpenFEMA $top). Example: `1000`
- `segment_field` (string): Field of an equality segment, e.g. `state` (NfipClaims), `propertyState` (NfipPolicies). Requires `segment_value`. Pattern: ^[A-Za-z][A-Za-z0-9_]*$. Example: `<segment_field>`
- `segment_value` (string): String value of the segment, e.g. `TX`. Requires `segment_field`. Example: `<segment_value>`
- `version` (number, required): version Example: `10`
- `year` (number): Calendar year (UTC) of `year_field`. Example: `1900`
- `year_field` (string): Date field of a calendar-year segment, e.g. `policyEffectiveDate`, `declarationDate`. Requires `year`. Pattern: ^[A-Za-z][A-Za-z0-9_]*$. Example: `<year_field>`
### Search disaster declarations
- Capability: `us-disaster-assistance/search_disaster_declarations`
- Description: OpenFEMA DisasterDeclarationsSummaries v2 (/api/open/v2/DisasterDeclarationsSummaries): one row per declared disaster and designated area, filtered by state or territory code, declaration type, incident type, disaster number and declaration date window, newest declaration first. Field names are OpenFEMA's own (camelCase). `total` is the server's count for the filter; `limit` + `skip` page through it and `next_skip` is null when exhausted. A filter that matches nothing is a successful empty result.
- Instructions: List FEMA disaster declarations for a state or territory (e.g. `AS`, `MP`, `VI`, `GU`, `PR`, `TX`), find a disaster number by incident type or date, or enumerate the designated areas of one disaster number.
- Cost: 5 credits per call
- Capability file: [Search disaster declarations](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/search_disaster_declarations)
Accepted options:
- `declaration_type` (string): Declaration type code: DR (major disaster), EM (emergency), FM (fire management). Pattern: ^[A-Za-z]{2,3}$. Example: `<declaration_type>`
- `declared_after` (string): Only declarations on or after this date (YYYY-MM-DD). Pattern: ^\d{4}-\d{2}-\d{2}$. Example: `<declared_after>`
- `declared_before` (string): Only declarations on or before this date (YYYY-MM-DD). Pattern: ^\d{4}-\d{2}-\d{2}$. Example: `<declared_before>`
- `disaster_number` (number): FEMA disaster number (e.g. 4931); returns that disaster's designated-area rows. Example: `10`
- `incident_type` (string): Exact incident type as OpenFEMA states it, e.g. `Typhoon`, `Hurricane`, `Severe Storm`, `Fire`, `Flood`, `Biological`. Example: `<incident_type>`
- `limit` (number): Rows per page (OpenFEMA $top). Example: `100`
- `skip` (number): Rows to skip (OpenFEMA $skip); pass the previous page's `next_skip`. Example: `0`
- `state` (string): Two-letter state or territory code as OpenFEMA stores it (AS, MP, VI, GU, PR, TX, ...). Pattern: ^[A-Za-z]{2}$. Example: `<state>`
### Source status
- Capability: `us-disaster-assistance/source_status`
- Description: Cheap version check of one OpenFEMA dataset version (collection contract `source/status`): the live row count (`$count=true&$top=1`), the newest per-record `lastRefresh` (`$orderby=lastRefresh desc`; null on RELOAD datasets such as NfipClaims v3 and NfipPolicies v3, whose catalogue `lastDataSetRefresh` then stands in as `published_at`), the deprecation block (`metadata.DeprecationInformation` or the catalogue's depDate/depNewURL: a deprecated dataset names its successor) and the catalogue row from /api/open/v1/DataSets with refresh cadence (`accrual_periodicity`), the catalogue's own SHA-1 `hash` and the bulk file hand-offs (`files`: csv/json/jsonl/parquet URLs with FEMA's size class; FEMA posts no per-file hash or byte size). `publication_id` = `<dataset>:v<version>:<published_at>:<record_count>` is the pin `records_list` cursors carry. An unknown dataset or version is `not_found`.
- Instructions: Before or between `records_list` runs, to learn whether DisasterDeclarationsSummaries, NfipClaims, HmaSubapplications or any other OpenFEMA dataset moved on, how many rows it has, whether it is deprecated and which bulk files exist for the ones too large to page.
- Cost: 5 credits per call
- Capability file: [Source status](https://firecrawl.dev/alexandria/agents/providers/fema-gov/us-disaster-assistance/source_status)
Accepted options:
- `dataset` (string, required): OpenFEMA entity name (case sensitive), e.g. `DisasterDeclarationsSummaries`, `NfipClaims`, `HmaSubapplications`; see `list_datasets`. Pattern: ^[A-Za-z][A-Za-z0-9]*$. Example: `<dataset>`
- `version` (number, required): Dataset API version, e.g. 2 for DisasterDeclarationsSummaries, 3 for NfipClaims. Example: `10`
